Userban IP bans​

What are you suggesting:

Have the ability to /userban someone's IP from towns/regions, just like how (not so secretly) there is also an IP ban version that mods can use for the server​

Why is this a good addition for EcoCityCraft?:

I just learned tonight that one of the users that I banned from my town is using an alt to bypass it. Idk what their alt's name is, but it was confirmed they had knowledge of the town despite being userbanned from it months ago, which either means they have an alt they are using to enter or someone who is not userbanned is entering & telling them. Having an IP userban would ensure that that first issue could be stopped​
