I can see how this is very useful, I only see one possible issue with this, and that would be the fact that the server doesn't support town transfers. Other than that I think this would be really helpful.

 

I think this is a wonderful idea! I have acquired a town where the original owner gave me explicit permission to remove the locks via pm in-game and allowed me to have the items as well (via screenshots). I know how frustrating it can be when you can't remove the locked items from the town, and causes problems with construction. So again, I think this is a great suggestion and should definitely, in my opinion, be considered when doing LWC Removals. +1

If there is proof of the sale, then it would make sense for normal lwc removal rules to be in effect.

 

I'd agree with this, but one thing, it would probably be much easier to just get them out of inactivity just to say, "yes, you can remove this. " Also, what if the lwc remover goes overboard and removes locks on precious chests you did NOT give perms to remove? They'd still have consent.

It would be much easier for the person to log in and remove all the locks instead of them coming out of inactivity for 5 months+ and giving consent.

 

I agree with this. I also would like to know if you could do this for people that have gotten banned?
