Okay, I contracted with Purrguin to restore the city. What constitutes grief or restoration is difficult to define precisely. I did not intend to grief him, but rather to restore and beautify his town. I removed dirt and water for the purpose of construction and not destruction. I needed to see what was there and the water was obscuring;, I intended to replace everything after I got a visual idea of what was there to work with.

In the future ensure that you fully understand and I suggest a screen shot as proof of the guidelines you have when working on someone's town. Doing something they might not expect can be taken way out of context and be considered grief.
Next time this happens it won't be so light.
