I am looking for a fairly flat town to make into something great. It does not have to be completely flat but not any big huge buildings preferrably. My budget is 50-60k and thats for full ownership of the town.

Another thing is I'm saving money all the time so I can go higher if neccesary. I would not like to pay any more that 85k because for that price i can just pay a resident for a town.
