Just tested again, and I am still not able to switch paintings. Here are some screenshots showing I am the owner of the town, then attempting to change the painting, and the list of my donations. http://imgur.com/EnVqOyZ,wAyIXbc Also tested this with @trevalynfar who when added to the region still could not change the painting either.
Players can switch paintings, but cannot turn the editing off: shows "you do not have permission to use that in this area" even if player has perms to the town @andrewkm
Uh, it seems as though if you are flying you can use the feature normally, does not work at all while standing still. Jumping when clicking also allows the feature to work.
