Brief Description:I have the ability to use fly in the nether without fly+.
I can also use "/near" In the nether also.

Instructions:
1.Go to nether
2. Type either "/fly" "/near" and they work

How many times did you recreate this bug? About 3 times

Result: flying works without fly + and also the ability to do /near

Expected Result:This should be removed asap to avoid abuse of it by other users.
