Get a 200x200 plot, name it Washington_DC and use your mayor or other rank to make it a town. Level it flat. I will buy it for $20,000K. You make me mayor, add rax_tue and nicho144 and then I pay you the 20K and you remove your self. As simple as that.

Not necessarily. Lets say you are close to becomeing mayor; however you are already active in a town, maybe even co-mayor. Why start over? Your getting the town for free anyway; Now I am paying you 20K for something you aren't even using.
20k isn't incentive enough considering they'd still be losing 65k. You may want to change your pricing around if you want any takers.
