    But the users who uses alts and abuses the server wanted to change their IP at small costs by using [Mod-Edit].

    Most servers ("haves") tried to prove themselves to be secure, yet the hackers ("have-nots") are strategic in invading the servers. In a frightening situation, the "haves" tried to ban the people who excessively use alts, or spams, but the "have-nots" overwhelmed them. So, the IP-banning is almost worthless against the "have-nots" who already proved themselves. And what's worse is that the "have-nots" issued an ultimatum against the "haves", but they rejected it because the "haves" fear that they will be hacked if they accepted it. Yet, some "have-nots" is still secure despite multiple attempts of hacking made by the "have-nots".

    Who cares? The "hacker" has to put more effort into getting a list of usernames and passwords (which is practically impossible now that almost everyone uses their email instead of username) and a list of proxies than the staffmember who types /ban

    You mean the hacker will impersonate him/herself as a staff so that it will be pointless to report to mods?
