There is no solid evidence here to imply that a scam has occurred, It is good you have posted the complaint and alerted the staff to the situation. This may simply be that the user has experienced a situation which prevents him from joining the server. Please allow the user some time to re-join ECC. Should a situation arise where the user has joined the server and is still to pay your loan, re-post a complaint and further action will be taken. For now, I have notified the user that this loan needs to be re-paid, and I will personally be keeping an eye on the situation.
Please re-post a complaint if a significant amount of time passes and the user is yet to log on, or the user does log on and refuses to pay the loan.

You also mentioned that the user has scammed others, If this is the case please encourage the other users who have been the victim of a scam to also post a complaint against this user. This will give us further insight into sorting the situation. Thankyou.
