While this is a fairly serious offence, I've decided instead of banning to have a very stern talk with him. He knows that if he ever does this again, it will be an instant ban with no questions asked. This may not be the punishment you're looking for, but I think he'll be alright now. You see it from him again, either post a complaint or bring it straight to me, your choice.
