    Additional Information: He took no damage when he landed. And ran at a very fast speed. I had to use ender pearl to catch up.

    This is usually the case. We have highly advanced plugins that prevent the use of flying in certain worlds. Since this isn't really much proof, I cannot take any action against this user. I don't want to jump to conclusions on a claim as serious as this.
