I've had this issue before. It lasted between 30 minutes and one hour. Since I'm living in a dorm there's no way for me to restart my wifi but that might help for you if you have that option. It seems like a connectivity issue more than anything even if your connection speed is better than mine ever will be :p I'd suggest googling this and seeing if there's any solutions. I did a quick google and found several results but I'm not sure exactly what the problem is so I don't want to refer you to a useless link to something that isn't the issue.
Hope to see you in-game soon

If you are running Windows 10 then go to your 'Settings' > 'Network & Internet' > 'Status' and look for 'Network Reset'. Click that, it should automatically restart your computer within 5 minutes of you accepting the restart. It should also reset networking components back to their original state and remove then reinstall your network adapters just to give your internet a whole new refresh. (You may need to re-enter your Wi-Fi password and reinstall VPN Software)

The only other 2 things I can suggest is that your Minecraft files are somewhat corrupted (Only if other server's wont work) First of all, you should try and do a complete reinstall of Minecraft; this may be a simple solution but is well known to fix many issues. The second option is try completely uninstall MC, remove all .minecraft files including. 'assets' 'config' 'libraries' 'server-resource-packs' and 'versions' as well as anything left in the .minecraft folder. If you have any mods/resourcepacks installed that you would like to keep, then drag them from their destination folder onto your desktop. After you have removed everything stated above, then install the 'Malwarebytes' anti-malware software which is linked below. You will need to run the program and hit 'scan' then 'repair'. It may or may not ask you to restart your PC however do this anyway. This should remove any corrupt files on your PC which could be the problem causing this.

P.S The Malwarebytes software is a trusted anti-malware program recommended by Mojang themselves. I have used this program for a while and it has not caused any issues.

Malwarebytes Download (Windows & Mac compatible) - https://www.malwarebytes.com/mwb-download/
    Minecraft Download - www.minecraft.net/download

How to locate the .minecraft file:
Windows - Press the 'Windows' and 'r' key together, a small 'Run' box should appear. In the 'Run' box, type '%appdata%' and hit enter. You should now see a .minecraft folder.

Mac OS - Press the 'Shift' 'Command and 'G' key together. In the 'Go To File' box type '~/Library'. You should now see a folder named 'Application Support'. Open this file and the 'minecraft' folder should be in there.
