I don't really think you are certified to create a team of developers for ECC, as that as the job of Andrewkm.

 

I don't understand what your aim is. Are you offering to make the players plugins, apps and websites or are you looking to make plugins, apps and websites directly for ECC.

 

Aren't you going to look for a Java programmer? All bukkit plugins are coded in Java.

You are not allowed to sell any outside product for EcoDollars, I've had an idea where I would sell webpages for towns, I asked for andrew's permission and he said "You can't ask for money for anything hosted outside of ECC"

So what you're doing has to be done for free.

Andrew is always looking for new additions to the Server, you can team up with people, and work on a Plugin together, then propose the idea to Andrew. If he likes what you have proposed, he may consider it. Although, making a Team like this won't grant you the rank of Developer or anything, but they can work on Plugins for EcoCityCraft in an unofficial manor. :)

 

I would not have taken formal payment anyway only donations but nothing to do with server side money (Eco dollars)

 

You could always learn how to code with macro mod and make macros for others then charge EcoDollars, or even release helpful macros for free. I have made many macros for people who want to automate acro training and other things.
