This issue started recently for me, around February 20, and I thought it was a temporary bug. However, it has persisted, so I am making a post about it. I doubt that it is an actual bug, but I wanted some help on this issue.
For an unknown reason, my experience gain from mob killing and fishing have both decreased. However, exp from mining was not affected. Each mob only grants 2 exp on death, as opposed to the 3 exp I earned before, and this applied to both hostile and passive mobs. They were not stacked, and my sword does not have the mending enchantment.

My fishing exp gain has also decreased. Using the same method and same fishing rod, at level <125 fishing I was earning 17 exp per minute on average, at level 125 I was earning about 33 exp per minute, but when I recently began fishing again, at fishing level 250 I was earning only 18 exp per minute.
In addition, I was sometimes earning 1 exp from a fish, despite supposedly having an exp multiplier due to McMMO.
I do not have video evidence, but this was part of the data I collected.

I am having the same issue with fishing. My fishing level is 911 and I am Rank 8, so I'm suppose to get a bare minimum between 5, 10, 15, 20, 25, or 30 exp/fish. However, that is not the case as I am receiving 1,2, 3, 4, 5, 6, 7, 8, 9 exp/fish.

Can you guys provide some more specifics?
What level are you in said categories?
What modifiers do you have for exp gain?
What servers are you on?
The more info the better..
I can’t replicate. With 4x exp I get the right amount for everything.. swords.. axes... fishing (shaking).. mining.. -
Where is there info in this "xp multiplier"?

Yea something definitely changed recently. I strictly remember skeletons and zombies giving 3 vanilla exp upon death, not 2. Also with 2000 fishing and a star rod I am getting far less exp than I am supposed to, as noted by @MassaHarambe
And yes this is vanilla EXP, not mcmmo EXP.-

anyway i can confirm similar results with xp from mobs... although i was getting 2-3 from time to time
