nobody knows, and if you don't have permission to it then there's no need for you to know. But judging from the command, it's probably worldedit or worldedit related.
I don't know about ///, but I think // is "Super pickaxe" from worldedit. I think it breaks multiple blocks around the one you mined if they are of the same ID value. Not sure though.
It's obviously an Illuminati passcode that only Illuminati members can use to talk about all their conspiracies and plot together.
Found it! Tried with my bukkit-singleplayer: /// is exactly the same as //. Basically breaks every block instantly like in creative while you are still taking damage etc as in survival. It's called curiousity. LOOOL.
