How do i lift sign?

    I know its probably common knowledge of how to make lift sign, and it is but it seemed to not be working for me.

    I looked on the wiki and i followed the instructions, but it kept saying "you do not have permission"

    Are they down?

    do you have to be in a certain place?

    do you have to be a certain rank?

    am i acting dumb????

    Plz help
