I remember this happened awhile back ago with alot more players. I recall me and videowiz being affected by it, but there was a ton more affected. I was in the mining world and all of a sudden i wasn't able to break blocks ( back then builders couldn't be in the mining world). I talked in chat and then it was just like that, i was builder with no donation features. It lasted for a good minute or two before it was fixed. This happened in 2012 though, i thought it was fixed ;p
