So I recently got paint.net and I love it. But not sure how other would rate my first project.
I know I am a beginner and I know this isn't that great but I still need advice.
ALso if someone could tell me how to add a nice blur around the edges that would be great. I know how to do the blur but there is always an edge from blur to nonblur and it just looks bad.

I would say a 9.5 the only thong needing of improvent is making the sand more defient so it doset look

If you have some money that you are able to spare, get Adobe Photoshop CS5.5
Nice image resolution, the overlay worked well although try to make it fit the mc colour of water, use overlay, hue -
If you are using Photoshop, it wouldn't hurt to smudge the water a bit or even change the texture completely to match the rest of the setting. Just use a rectangular shaped splatter brush and follow through in the same direction across the current of the water.
Also, to spice up the whole thing, you can add specialized light levels by selecting the brush tool, choosing a brush with aliased edges (not hard edges, soft edges) that is circular, and change the color to a light color. Then, plaster the sucker anywhere you want light on the picture. Next, change the filter to soft light and turn down the opacity or fill down to 50%. This is usually what I use to mess with light levels. You can always use your eraser with a soft edge brush to play with it after you're done. Stick to the corners if you use this technique.
From a professional graphic designer: 7/10. 10/10 for your first couple of tries, and definitely keep it up.
