Alright, so about the 15% lotto tax.
I propose lowering it to 10% to make it more attractive to buy tickets.
This would make lotto more attractive for newer players, stopping the same old faces dominating the lotto.

Eek, a lotto tax does take money out of the economy, but bigger pots = more tickets = more money out the economy.
Players get bigger lotto pots, more money leaves the economy.
Win-win situation.

What I mean by this is that we'd probably get more tickets being purchased in the excitement of the lotto change, but this excitement would die down and the amount of tickets purchased would return to normal levels. -
Okay so let's do the math on this.
Under the current tax, to remove 15k from the economy, I need to buy 100 tickets.
1000 x .15 = 150
150 x 100 = 15,000
Under the new tax, to remove 15k from the economy, I need to buy 150 tickets.
1000 x .1 = 100
100 x 150 = 15,000
Your argument is only true if the number of tickets being purchased increases by more than 50%, which is an enormous change which I don't see being the case long term.
(It also doesn't make lotto any more attractive to anyone but the ones buying tons of tickets anyway - new players will quite quickly find that lotto isn't in their interests).-

1000 x .2 = 200
75 x 200= 15,000
This means to keep lotto it needs to retain 75% of all the tickets bought.
When the taxes were increased from 10% to 15% back in 2012 (or 2013, I don't remember) it took half a year for it to even out. It didn't even increase the money taken out of the economy. It just evened out. Increasing taxes does nothing.-
