They are not banned from the server no. I have tried to contact them, but to no avail. I have no proof of this.

This user has been inactive from my town and the server for 3-4 months, and I just want to re sell the plot/ house instead of having it sit there empty :)
Ive had interest in it but haven't been able to sell i on.
