To be exact, that is the listed name, the locks are too old to show a UUID. The new player name according to /Seen and a name lookup is HeadiePendie.

8. Does the town have the interact flag set to deny? If so, is the owner of these locks still added as a town member?
No flag at all.

It used to be a part of the spawn portal outline. With the portal being replaced by the warp, the lock is now in the way.
