User has been inactive more than 14 days. Town has rule allowing removal after that period, to which player agreed on buying the plot.

To sell the plot to an active player. I'm sorry, I missed these when I filed the previous application. Forgot that a donation chest would open for me, and didn't notice the locks in the chatbox.
