    Yes they've been gone for almost 7 days and don't actually live in this town anymore but just happened to come on recently when I was cleaning up.

    Hello, @Gmoneyman118.

    Even if the user does not live in your town, you still need proof of a 3 day eviction notice, or for them to be offline for at least 7 days. Unfortunately, they do not meet these standards. You're more than welcome to refile another removal once they're inactive by server standards.
