No, this user is not banned. I have contacted him via mail about removing them
but instead of removing them he added two more protections.

Samuel_Martin has no permissions in the city. He most likely came through the town portal and
started locking a few things that he found unlocked. These objects that he has locked do not
belong to him but is part of other users houses.
