    User has not been offline long enough. They need to be offline/inactive for at least 7 days. I see that this person has griefed this town so you could give him at least a three day time limit to remove the locks if you like. If they don't remove them once the three days are up then you can request for us to unlock these again at that time. Also, we will need proof that you contacted this user about removing the locks.
