888miner888 at the time of processing this LWC request the user was actually online and more than willing to remove his locks and take his stuff away, however with you having removed his perms and placed blocks above the chests he was unable to do so, I suggest you try asking the user politely to remove their items again as they have not been back there since they were banned for griefing and have never had the chance to remove their items, they seemed more than willing to remove the locks and their items when I asked them to but you were not online to give the user permission to do so. Anyway long story short I cannot remove an active users locks without them being given the chance to remove their items and locks before an LWC removal request is posted. Denied.
