I understand how you would want these locks removed now and yes they are perma banned but even so I am required to wait the required inactivity time before I can remove the locks. He is a perma banned user so there shouldn't be too much to worry about when it comes to his inactivity but unfortunately I am going to have to make you wait the required time.
