8. Is this user banned from the server? If not, have you tried to contact them about removing their things?: I have not seen him/her in the town for about a while now. I assume they have either left the town or have quit as I have tried to get in contact with them for the last couple of days about my plans. Of course I haven't seen this person since they bought the home so i didn't expect a response back.

9. Why do you want it gone/reasons?: The town is dead. I am removing everyone who I haven't seen active and I am hoping to either build a new town or turn the entire town into a farm/shop.
