Hello Domz, When posting a LWC Removal Request, we require you to include the link to the town application for the town with the locks in it. Also, the user has only been offline for a little over a 1 hour. They were banned for griefing in this town, however it was only considered Minor Grief. This does not mean immediate removal of locks.
