Set lottery drawings back to 10 mins instead of 5​

Why is this a good addition for EcoCityCraft?:

As much as i like lottery it draws to often pots cant get big enough. It worked out better when it was 10 mins.. Hell it use to be 15 mins but that was to to long 10 worked out better..​
