    That's only because separate versions and expansion of games don't count. Otherwise WoW would be #1 (Which has sold many many more millions)

    Also the graph is inaccurate, because The Sims 2 has sold over 20 million copies, http://i.imgur.com/Cp7e2j6.png

    You basically buy the game WITH a subscription, but I guess that's a matter of perspective.
