For the purpose of discourse, I would like to pursue what is being suggested. By creating specific roles to do specific tasks, certain staff can become really good and efficient at those skills, especially considering their available time constraints. Say an issue needs investigation, the issue could be handed over to investigators, once there is more information, if the issue is not clear enough, it can be handed over to higher staff to deliberate on. The problem with this is that issues could potentially take longer times to resolve due to the bureaucratic nature of such a system. By dividing up the roles of the staff, each staff member could be really good at achieving specific tasks, but then you would probably need a lot more staff in the various departments. This could make inter-department-communication difficult or confusing if not handled with extreme care.
I think kukelekuuk00 is right though, even in the scenario I discussed above. In the real world, it is the burden of the plaintiff (you) to approach a dispute resolution entity (the mods) with appropriate evidence to support the accusation (the complaint). I think Ecocitycraft is great for promoting analysis, responsibility, and economic planning. It is part of each person's duty to themselves to assess who they are doing business with, and what king of business they are doing. Helping people understand what king of evidence they should have of contracts and payments is an important practice. Perhaps what is needed is to help educate newer players in proper contract formatting (especially in game) and evidence procedures.

Considering our circumstances, before you can hope to to anything with perpetrators, you must first identify them -- bringing us back to the beginning of this discussion: How to properly file a complaint. Which can mean the plaintiff needs education. -

I disagree with this suggestion. People are encouraged since the beginning to read the rules from the WikiPage where, within the rules section, you are taken to a new thread/page that tells you exactly what needs to be done with transactions.
If people is lazy enough to not read this then they are being irresponsible. I think that load the mods, who are players just like us that decided to volunteer and dedicate part of their playing time in ECC to help the rest of the community, is unnecessary since the fault starts from irresponsibility.
We all know, as people have previously said in this thread, that evidence should be gathered when performing transactions. The tools are at our disposal to learn exactly how to collect this evidence and it's pretty much dummy proof the way it's written. You also have contracts at your disposal. People have the tools, they just choose not to use them (and that includes not reading the rules/wiki)
With that said I will help you out a bit here. If a suggestion should be made it would be to increase the awareness of this tools to the new players and actually to the whole community. Achieving this would give you no excuse regarding the gathering of evidence. If you didn't take screenshots it's entirely your responsibility. -
