I've heard EG talk about this for days. Techinacly its a mayoral claim since he has all the requirements, just not the ability to post, as it is locked. -
and i found that spot when it was donators only but forgot to put a sign so Techinacly its mine

Until later, the only reason the Mayors+ section is open is so mayors can post claims, and then switch ownership of towns to other people. I don't believe you're allowed to post new town apps until later on.

Just because he's not a Mayor, doesn't mean he can't claim it. The only reason this is true is because he can't post an application right now, which is unfair to get it taken by someone else, just because they can't post. And I saw the marks just yesterday while exploring, they exist o.o
He is a donator, he could have found it before you. Unless you have proof that you placed your signs first, then it's his.
^ Exactly, Andrew isn't taking care of town applications at the moment, and even if he did, this post was after EGkoston wanted to post his. It's just here first because EGkoston doesn't have the ability to. Being that the reason he can't is because Andrew doesn't want to deal with town applications at the moment, this one shouldn't be able to exist either.
^ This as well, he has all requirements, he just can't post the application.
