Polarbear spawn

Brief Description:
Set up a spawner, placed polarbear spawners. They dont spawn as they should

Instructions:
1. Places spawners around dirt, nothing happened
2. Changed dirt to ice, they spawn very very randomly, ice melts so added packed ice
3. no regular spawning was happening
4. Played around with lighting/spacing variables - no change

How many times did you recreate this?
@HyruleanHero helped work through instructions listed and nothing seemed to make any difference

Result:
Placed spawners, no regular spawn happened

Expected Result:
Place spawner and be overrun by polarbears

Evidence: Can provide tp to spawner if required
