Unlike melons and pumpkins, wheat is one of those crops that everyone can harvest for a little extra ECD. When a player starts on the server they really only have 2 options to make money in the current market, 1 is going to the mining world (which if they have started close to the end of the month there is nothing really in the mining world) or to try to get a job with someone to make a little money. With the current market on wheat a new player that buys a 10x10 plot and builds a 4 level farm they are lucky to get about 194.4 ECD for about 20 - 30 minutes of work. In the proposed price increase a player could get around 324 for that same 20 - 30 minutes of work. Also because wheat, unlike pumpkins and melons, has to be replanted and as such not everyone would be willing to harvest a large area just because of how long it takes to harvest and replant the farm.
