I guess simple requests are not a simple matter. Well I paid hutchins4 $ to rank up in exchange for ownership of his town and this complication was stated in his Mayor application like 3 times but was not done. Maybe Residents can't be town owners? Either way I would greatly appreciate if this was sorted out and finally completed, thank you!

I have done some research on the matter and this is all the information I have come up with.
FreckleGun donated money to Hutchins4 so that the user had $85,000 to apply for a Town/Mayor Application. Then on the Town/Mayor Application, both Hutchins4 and FreckleGun agreed to give FreckleGun full ownership of FreckleVille.
First, agreements like this within Town/Mayor applications are not supported because of their lack of evidence. One way to make this possible, is by creating a contract with Hutchins4 stating that you will give him XXX amount of money in exchange for him adding you as full owner to FreckleVille. You can find the Contract forms for both sides of the negotiation here.
Second, staff cannot directly intervene within the Mayor application with these agreements because it is your job to trust the user or create a contract on your own. The Game Admins responsibility is to add the original applicants town region, town name, and town owner with the correct coordinates stated in the application.
Third, only the owner of the town may add or remove other owners. In that case, I suggest informing Hutchins4 to add you as owner of the town. He can do this by typing "/rg addowner freckleville frecklegun" (make sure you are in Legacy, as that is where the town is placed).

Hey, @FreckleGun , blowtube is right about these issues. I spoke with you in game about some of this. Just to recap:
Any agreements or contracts you make with users can only be fullfilled by users. Staff can not fulfill the terms of any agreements. The most that staff can do is ban. If users appeal such bans, they still must finish the terms of their agreements. There are several things that go into making proper agreements. Most of the time for complex agreements like town exchanges, people make forum contracts. See the wiki about contracts. You should also read about proper evidence, and screenshots.
As Blowtube said, your friend can add you to the town with "/rg addowner freckleville frecklegun". Please remember that the command to add/remove owners to towns is only available to mayor ranks and above. As a resident, you will not be able to add or remove owners of the town. You will only be able to add and remove residents.
For reference, heres an example of a contract for town exchange that I did. Please note how the contract is detailed. These details are necessary to act as rules for the contract participants to follow.
ECC town rules do not state that a town owner can not remove/demote another town owner. If you jointly own a town with another owner, it is a good idea to make a contract that states that the other sub-owner agrees not to remove the "respected" town owner, nor add any other owners (who could potentially remove the "respected" owner).
Also know that only the owner listed on the town appliaction can apply for town features form the server like portals, warps, pvp arenas, and stuff like that. Also, if the application listed owner lwc locks anything, such locks can not be removed by you -- though as you are on the owner list, you can evict town members, and file lwc unlocks, and file grief reports.
