Repay Scammed Victims Through Their Chests LWC Removals
If a LWC is filed for a User that has been banned for scamming, the Contents of that LWC will go towards repaying the victims of the scammer.

Suggestion:
I am suggesting that if a user has been banned for scamming and has a LWC filed against them, and everything checks out with the current rules. (Time offline, etc) then the contents of that LWC will be sold and used to repay the scammed user/s.
Once the repayments have been fully repaid, the rest of the money will go to the filer of the LWC, as they would have originally got the stuff in the chests.

How Will the Items Be Sold?
All items that have a /sell hand will be done so by this command except a list of select few items such as Netherstars and anything else deemed worthy of a higher sell value. These will noted in the rules if implemented.
All tools or items without a /sell hand value will be put into a auction at either the end of the week or on a set day that also would be put in the rules.
What if Multiple Users have Been Scammed by This Person?
If the Scammed user has 2+ victims, a staff member will evenly split the money raised for both parties, for example,
If 12k was raised from their LWC Removal.
Player A is owed 100k and Player B is owed 50k.
8k would go to Player A, and 4k to Player B.
Making it a fair split to what they have been owed and both get some money back at the same time as the other.
Who Holds the Money?
Whoever is in charge of the Auction on the certain day, will sell the items and with help of the other Staff members, will take the money, the winning bids will be recorded down in a Google Doc like we do with other things, and then the money will be transferred by the Staff to a:
1. A bot account accessible by GA+'s ready to give to the victims their money when online, or automatically put into there account if possible. This will make transactions easier to find through the logs if an error occurs and is safe until the victim comes back.
How Will You Keep Track of the Money?
As explained above, the amounts raised will be put into a google doc, showing how much money the scammed user has raised with LWC's. If the user decides to come back, it will all be recorded in a Google Doc as to what has been paid and to who so far, this Google Doc will be accessible to Staff members to put in the data.
How Will You Get in Contact With the Scammed Users if They Have Money to Collect?
At the end of the auction and when everything is written down and finalised. Either a PM to the users or a forum topic which will tag the members who have money to collect from these.
The Scammed User has Appealed in the Last 7 Days, Does his Stuff get Auctioned?
If the user has appealed in the previous 7 days, his staff will not be auctioned off, this gives the user the opportunity to keep his stuff to use it to earn more money when back.

Reason:
This is, without a doubt the best way to give back some money to Scammed victims, there is nothing (and i mean nothing) being done to help try an repay these people because there is no fair way.
This way is a fair and reasonable way as the items you are selling off are the Scammers Stuff, they aren't going to be using the stuff anymore because the chests are being LWC'd.
People who file the LWC's are not usually filing to get the stuff thats in the chest, they want to remove the chests to either resell the plot, restructure the town or something else, but 95% of people are removing the chests not for the stuff inside, and they still have a chance of getting money after a debt has been paid off.

Other Information:
There have been 122 days this year, and so far, there have been 49 reported (that i can see) and convicted cases of scamming, thats 1 every 3 days, of these 49 cases 30 cases have the scammed user still banned, of these 30 cases, 11 of these are perma'd so victims wont receive anything, this suggestion will help some of these victims get repaid .

Im not going to beat around the bush and i'll probably get in trouble for this, but this suggestion will not be accepted because some staff higher up do not believe this is needed and would create too much work for staff and have too many individual scenario's that will make this hard work, I am all for doing more work and putting in extra effort if it makes the members of this community happy, after-all, that is why I applied to be a staff member in the first place.
So please, give me your thoughts and opinions on this suggestion and support it, because scammed victims should get something back for helping the economy, rather then just get tough love from the rules.
Or am i just crazy?

I fully support the paying back of scammed players where possible.
In addition, it would be great if the scammed players would have first rights to claim - something someone far more intelligent than me would have to figure out what would be fair - but possibly based on the amount of the scam? Or even if the server takes control after the necessary time has passed and all proceeds from the sale of the town and all items could be distributed.
One final thought, only the original owner should be considered in this situation, not just any owners added to prevent this system from working. -

If I were to file the LWC of a banned person I would want the chest removed AND all the contents in the chest. Why should someone file the report and then someone else gets all the contents? Wasn't that the reason for making the LWC section not update for 12 hours? So people wouldn't snipe the chests and give the filer of the LWC a chance to recover the items. -

Who ever files the LWC should get whatever is in the chest of the LWC. Doesn't matter who's chest it was.
Let's make sure I understand the suggestion:
If:
jpk16 scams Mission001 for 'X' amount of money
jpk16 gets banned, has been offline for 1 month
somkar8 files and LWC on jpk16's chest
all the contents from that LWC goes to Mission001 instead of somkar8
am I correct on how you're wanting this suggestion to work? -

Technically, the stuff in the chest isnt yours either and you shouldnt be filing for the sole purpose of getting the stuff in the chest, but i know many do...-

+1 it's almost stupid that if you get scammed like 1mil (enourmus amount of money) and the user doesn't appeal the ban you have 0% chanche of getting back the 0.01% of it

I love this idea! It creates a way for scammed users to get some sort of compensation, which normally they don't get. I know some people are going to say that they filed the LWC therefore they should get the money, but that's absolutely selfish. Why should they get the money when someone else (the scammed user) might need it more? Besides, it wasn't actually theirs in the first place.
