No, the point of town claims were to give [Tycoon]+ more advantages so they are more than just a showy rank. Town claims should be Tycoon only to prevent tons of town stealing. Imagine presidents taking 1 town. All of them would be gone soon, unlike towns, for the most part town claims are not unlimited.
President already gets a town, no claims, just a town. Claiming is for the rich, if you want to claim, buy tycoon.
Presidents are in the rank line of Builder, Resident, Mayor, President. Tycoon, EcoLeader, EcoMaster, and EcoLegend are another line of ranks. Nether ranks are their own line, Aether ranks are their own line...etc. Town claiming should stick to the Tycoon+ rank line.
