I think there should be 60 seconds. It gives time to other users who want to join the game. With 10 seconds, you don't really have time to join, at all. Same with 30 seconds. I feel that the current 60 second countdown is okay.

-1 long countdown allows larger more fun sg's

+1,
I do think that the SG countdowns that are now 60 seconds long, are a bit too long. It usually takes a decent amount of time for either everyone in the game to vote, or for there to be 16 players in the match. By the time either of those things happen, I personally think it's long enough, and that the users in the match should be prepared. So if the time it takes for the game to actually start is reduced, I think that would be okay.
Nice idea. -

My opinion would be this->
If lobby is full: yes
Also add a /vote quicker (or something like that)
Other than that: no. -
Honestly, I have come accustomed to our current SG countdown, and I personally wouldn't want it to be changed. I like having time to advertise "join sg, it's starting!". Also, most people only join (or are more likely to join) an sg match that is starting, and decreasing the countdown would then lessen the chance of user's joining a game.
-1 for me, awesome suggestion though! :) -
Often games only fill up when they are starting as people like to join one that is starting very soon. Similarly the 60 seconds gives people time to sort out kits etc, time for friends to join etc.
I see no need to change this at this time.
