Brief Description:
I just walk around, then I start sinking into the floor, and I can see some blocks underground. (To be clear, I do not have xray on, I don't know how to install it, and my friend got banned for it)
Instructions:
1. Just start sprinting around whilst jumping.
How many times did you recreate this bug?:
It has happened to me 3 times, I have not purposely tried to recreate it.
Result:
I fall through the floor, and after a couple seconds I take suffocation damage, yet I see no blocks in my view. I have to /home or /warp to get out of it.
Evidence:
@TheEpicLime has told me that it has happened to him as well.

It's 100% bad internet. When I was in a holiday apartment with the world's worst internet, this was a common issue. The reason behind this, I believe, is because the game hasn't properly loaded the chunks (because of the bad internet) and does not know how to respond to your player entering the chunks. As such, even the gravity is not able to be calculated, causing the constant sinking.
