De-Nerf MCMMO excavation gain​

Why is this a good addition for EcoCityCraft?:

ECC naturally makes all McMMO skills a lot harder to level that the defaults - reasonable as we here like grinding our minds away.

However I am proposing that excavation XP is increased for blocks that occur in the overworld. Seeing as you can't find an untouched area of dirt/clay/etc it should be easier to level on those blocks.

Blocks occuring in the nether (soul sand and gravel if it for given a value) should not be altered as that world is still reset.​

Other information:

Even if you say "but people can place their own dirt and mine it later"
A) this is difficult as you won't immediately get the xp you need to wait an unspecified amount of time
B) you can also do this on main, however even after factoring in the 10 to 1 conversion rate dirt on Skyblock is far, far more expensive​
