Mayors: We will be reselling these plots. Do not sell to us unless this is acceptable.

Hmm, would you allow me to buy the prebuilts?
I would give you a few 10x10s free of charge. Then you would build the houses. Then I'd "buy" them from you.
Because think of it this way. You buy a 10x10 for $800. Then you build the prebuilt. If the mayor you sold it to bought the prebuilt, he'd make a boatload of savings.
Take a look:
+ $800 to mayor
-$2000 to mayor
=Got a prebuilt for $1200 losses.
=$1200 profit to you
But, if an outside person buys it,
+$800 to mayor
-2000 to buyer
= $2000 losses to buyer.
=$1200 profit to you
If a mayor turned around and bought them, he would make a WHOLE better outcome then if he hadn't sold the plot to you.
Thus, the fact I'll give you the plots free, and buy at your normal price.
