Packed Ice is available in the freezer section of the spawn shop. 16 pieces for $1000. Not sure what the difference is between packed ice and what you are asking for.
Ice is used for water. You place the ice, break it with a non silk pick, and it turns to water. Its used for water placements. Packed ice doesn't do that. Its just a block for looks.
I thought normal ice (along with snow) were already in ECC Spawn... Either way, I would like to see Packed Ice, but it's only available in a rare biome. Sometimes letting it be rare for a while makes a new economy for money to flow (kinda like how quartz was until very recently).
