Suggestion:
Add Ice to spawnshop (or at least add it when the new spawn is chosen) and change the name of poppies to 'poppy' instead of redrose
Reason:
Ice is essential to a lot of players for water placements and the like. As for the redrose to poppy. Honestly, its just a little confusing to click it and get poppies :/.

Packed Ice is available in the freezer section of the spawn shop. 16 pieces for $1000.
Not sure what the difference is between packed ice and what you are asking for. -

Ice is used for water. You place the ice, break it with a non silk pick, and it turns to water. Its used for water placements. Packed ice doesn't do that. Its just a block for looks. -
I thought normal ice (along with snow) were already in ECC Spawn... Either way, I would like to see Packed Ice, but it's only available in a rare biome. Sometimes letting it be rare for a while makes a new economy for money to flow (kinda like how quartz was until very recently).
