Because your app was not processed before his add time was, and on the wiki add-time applications get priority. Regarding priority. If an existing owner has an "add time" application in after his expiry yet others are already making applications for that location; the existing owner will get priority. It is all based on when the applications are being processed. If there is no add time application in during processing however you will take over the location.
