I like the idea, however, perhaps you would need to file an application that would allow you to place one? This way, they could be placed for a fee, as well as taking money out of the economy. I am not too sure whether or not too many beacons cause lag, but if so, this would be a useful way to get around it, and making sure not many are placed in one area.

 

With the "Take my money" idea. Possibly add it as a "can place 2 with tycoon, 2 more with eco leader, 2 more etc... And, when you place them, there be a "redeem Beacon" application similar to the town claim applications.
