Have a record of all bad user activity on ecc.

Suggestion:
When you are selling/buying something really, really expensive it would be good to know the background of the other user involved in the agreement. Yes, i know you can just search their name and see all of the posts about them, and that's what i normally do. But, this is very time consuming and and you don't get all of the information. So, my suggestion is to have 'Background's for all users that have done something bad. But when someone wishes to view their background, you must fill out an application or talk to a mod in game.
Reason:This would make transactions much more comfortable, and would most likely cut down scamming.
Other Information:
Again, i don't want any user to be able to view a background. Only with moderator permission.

Not a bad idea, but I feel there may be trolling used with this... If only mods had access and we could ask them before a transaction I'd be all for it. Unfortunately what you're suggesting would in require quite a bit of work, including sensitive data entries only mods should be able to input. +1 to the idea, -1 to implementing.

So basically, moderators have to review applications to get access to a more simplified version of searching the complaints section.
Personally, I would never use this - I prefer my transactions quick, waiting for an application would just slow everything down. -
Making a list of all "bad" activity is far too time consuming, and nearly impossible at this point. There are very old users who are still around, who have done bad things, that are not on record (either deleted or in private areas; it would have to be word of mouth from memory, which cannot be trusted). As well, blacklists are not allowed... So going against that rule and making an official blacklist does not seem right.
If you want to know about a user, use the three or so official threads provided that have people talking about how GOOD people are at trades/sales/donations/etc. We have those, and they are stickied. As well, a quick search in Ban Appeals & Complaints is not too difficult. -

What defines GOOD and BAD activity? Let's say I sell a 10x10 plot to a builder for 10k, and MookinK sells for 2k, does that put me in the BAD category? How do you put it in the BAD category? Does MookinK report me? Does someone else? What does this mean? The problem is that this is a moral evaluation, something that is not factual.
If you find that this forum research is not enough for you, then you may not want to actually do a transaction. The thing about transactions is that you have to be willing to take the risk. Even if you file a complaint, staff cannot guarantee that you will get anything back. Simple fact.
When it comes down to it, you are responsible for yourself. Your responsibilities to yourself ensure you have opportunities. The rules and staff are a protection against abuse, not a defense of your responsibilities. That is all I believe can and should be guaranteed.
That does not mean I am endorsing outrageous things. Not at all. I personally believe in goodwill and fairness.-

This would be far too time consuming. If you're making a deal with someone, just search their profile and their activity in the complaints section or look for them in the stickied reference thread that Moofin explained.
