Suggestion: Bring back the recently removed spawn-town portals. Put them in a well organized area, and the total number of the portals is limited. They are for rent not for sale, and the rental can be transferred between players, just like the shops in spawn market.
Reason: I love the spawn town portal system, you can wander around between so many wonderful towns without knowing a certain destination, and it might be useful for players who don't have the teleport feature. I don't believe the /warp system can replace the functions of portals completely. Of course I know there are some problems with the old spawn-town portal system, like it has so many portals that it's really hard to find the one you're looking for. And it might cause lagging, and it's ugly. However, removing it and use /warp to replace it's function is not an elegant solution.
There are several advantages with using the proposed new system:
First, because the total number is very limited, it won't be hard to locate the portal you are looking for. The portal area will be much nicer than the old one.
Second, because of the rental fee, the current owner of the portal will be very likely to maintain the town the portal leads to very well, so there's much less chance that you will go through a portal and find an abandoned town.
And last but not least, this can create a new market, people can buy and sell portal rentals, and that's the purpose of this server.
Any Other Information:
The old portal systems had 168 portals on each floor, and it had more than 6 floors. That's definitely too many. My suggestion is to put all portals on one floor, and the total number should be less than around 30-40.

The reason the portals were removed, as you said, was mainly due to lag and how confusing it could get to find the right portal and just how the portal room didn't look very nice, and it is easier to use warps to get to towns instead; if it was added back, it is still going to be just as confusing (and laggy) to find the right portal and loads of people are going to want portals again, meaning so many applications for portals that the staff will have to deal with all at once. :)

I think you both missed the point. This would be to create a limited, rental-based system with only 20-30 portals. I'm personally on the fence about that.

I kind of like this idea however I don't see it as a priority for the time being. I am looking at making sure the current change is successful for the time being.
After the transition period is over I may look into this.-
