So the person who wrote it puts it in a private chest and when the paper gets to the person who has the name on it. It says "1000 was sent to you from <sender> via cheque.

Its hard to completely develop something new without basing it off of something.. They probably have never even seen this before and would have no idea where to start. That would also require lots and lots of testing to prevent any dupes since it involves money.
