I could see how this might work, however, I think that the ability to create/use cookpots was removed entirely in order to implement the /smelt command into ExtCreations+. However, if the code wasn't deleted and rather disabled...if there is a way to do it would completely bogging down the server + taking money out of the economy, I know that I would be all for it. +1, granted it can be implemented. Else I am neutral.
Then over time, more and more cook pots get added to ECC and we end up with the same problem as before. -1

I can just about guarantee that they didnt remove them from CraftBook. If anything, the permissions were removed, and they were disabled in the CB config.
One big issue I can see here is that even if we removed people's permissions to make them, all the old cookpots which hadn't been destroyed would still be functional. I imagine only a small percentage of cookpots were actually removed and this could start the problem back up again.
-1 Theres plenty of ways to smelt your stuff right now, The whole server is still slightly salty over how the easiness have been taken out of smelting. But times change and Change is Sexy <--
What lag? The server never lags, only our clients. Personally, I am much happier now that the last 10 or 12 blocks I break are not coming back and smacking me in the face I have a thread where I am offering free smelting for a limited time only to help offset this deep and sorrowful loss to some. Not one single person has contacted me yet.
